If you are a Washington resident who is a former foster care youth, you may be eligible for the Washington Passport to College Promise Scholarship. The Washington Passport To College Promise Scholarship requires that you have spent at least one year in foster care after your 16th birthday. Applicants of the Washington Passport to College Promise Scholarship must be between the ages of 18 and 26 and must be enrolled or expecting enrollment at a two-year or four-year Washington technical institution or university.
